Ms. Rebecca Tugara is a Certified Public Accountant (CPA-T) registered with the National Board of Accountants and Auditors (NBAA). She brings over 19 years of extensive professional experience in financial accounting, financial management, taxation, treasury management, and team leadership.

Prior to joining APeF, Rebecca served as the Chief Finance Officer of Ipsos Tanzania for 14 years, where she played a pivotal role in overseeing financial strategy, governance, and operational efficiency within the research and consulting industry. Earlier in her career, she held finance and accounting positions with Inchcape Shipping Services and ZEK Group, experiences that provided her with a strong foundation in accounting practices, internal controls, financial reporting, and compliance.
Rebecca holds a Master of Business Administration (MBA) in Corporate Management from Mzumbe University and a Bachelor of Commerce in Accounting from the University of Dar es Salaam and has continuously strengthened her professional expertise through executive development programs at the Gordon Institute of Business

Science (GIBS), University of Pretoria.These programs focused on strategic planning, financial analysis, leadership, and corporate performance management.
